You have packed the car, the sat nav is set, and the motorway is finally behind the city traffic. You light a cigarette, enjoy a few minutes on the road, then flick the butt out of the window without giving it a second thought. It is a habit that still catches many drivers out, but in Spain it could leave you €500 poorer and six licence points down before your holiday has even begun.
With millions of people travelling by car during the summer holidays, Spain’s Guardia Civil has stepped up road safety campaigns and is reminding motorists that throwing a cigarette butt from a moving vehicle is far more than bad manners. Under Spanish traffic law, it is considered a very serious offence because of the danger it poses to both road users and the environment.
For anyone planning a road trip this summer, it is one rule worth remembering before you turn the key.
Why Spain treats one cigarette butt so seriously
Many drivers still see tossing a cigarette out of the window as a harmless reflex. During Spain’s long, hot summers, however, the consequences can be devastating.
Dry grass, roadside vegetation and woodland can ignite in seconds, particularly during heatwaves when the countryside is already under extreme fire risk. According to Spain’s Ministry for the Ecological Transition, discarded cigarette butts are responsible for around 3 per cent of forest fires, which is why authorities return to the issue every summer.
The Guardia Civil recently reinforced the message on social media with a simple warning. A cigarette thrown from a vehicle can cost €500 and six points on your driving licence, but far more importantly, it could start a wildfire with devastating consequences.
That warning comes at a time when thousands of holidaymakers are driving to Spain’s beaches, campsites and rural destinations, often through areas where vegetation is tinder dry.
The fine is higher than many drivers realise
Speeding is usually the offence motorists worry about most during summer journeys, but throwing objects from a vehicle can carry equally severe penalties.
Spanish traffic legislation specifically prohibits drivers from throwing onto the road, or its surroundings, any object capable of creating a fire or endangering road safety. Cigarette butts are mentioned because they present both risks.
The penalty is :
- €500 fine
- Loss of six licence points
The punishment is significantly tougher than it used to be. Before changes to the traffic law introduced in 2021, the same offence carried a €200 fine and four penalty points. The sanction was increased to reflect the serious consequences a single careless act can have during Spain’s increasingly hot and dry summers.
The rule applies regardless of whether a fire actually starts. Simply throwing the cigarette from the vehicle is enough to trigger the administrative penalty if detected by the authorities.
If a fire starts, the consequences become much more serious
For most drivers, the financial penalty alone would be enough to ruin a summer break. But if that discarded cigarette causes a forest fire, the situation changes completely.
At that point, the incident can move beyond traffic law and into Spain’s Criminal Code, where those responsible for causing a wildfire may face criminal prosecution. Depending on the circumstances and the damage caused, prison sentences of between three and six years may apply.
That is one reason why the Guardia Civil continues to focus on prevention rather than enforcement alone. Every summer, officers remind motorists that preventing fires often comes down to avoiding small mistakes that are entirely within a driver’s control.
A few seconds of care could save far more than money
Summer driving in Spain already brings its own challenges. Heavy traffic, soaring temperatures and long motorway journeys all demand extra concentration.
The Guardia Civil says motorists should also think carefully about everyday habits inside the car. If you smoke while driving, the safest option is to keep the cigarette inside the vehicle until it can be disposed of properly once you stop. It may seem inconvenient, but it is far less costly than risking a substantial fine or contributing to a potentially devastating wildfire.
For many drivers, throwing a cigarette butt out of the window has become an automatic gesture repeated countless times over the years. Spanish authorities want motorists to treat it differently.
Remember this : One careless flick of the hand could end your journey with a €500 fine, six points gone from your licence and consequences far beyond anything you expected.

A DGT speed camera watches traffic on one of Andalucía’s busiest roads.
Credit : DGT.es
You’ve just landed at Málaga Airport, collected the hire car and loaded the suitcases into the boot. The sat nav says Marbella is less than an hour away, the holiday playlist is on and, at last, your break in southern Spain has begun.
Then comes the first speed camera sign. A few kilometres later, another one appears. And then another.
If it feels as though there are speed cameras everywhere in Andalucía, you’re not imagining it. The region has more speed cameras than any other in Spain, and with millions of holidaymakers expected to hit the roads over the coming weeks, the chances of passing one are higher here than almost anywhere else in the country.
For visitors, it’s not about driving nervously or spending the whole journey staring at the speedometer. It’s about understanding where cameras are most common and why so many drivers receive fines after what they thought was a perfectly normal holiday.
Why Andalucía has become Spain’s speed camera hotspot
Summer transforms Andalucía’s roads.
The motorways leading to the Costa del Sol fill with tourists heading to beach resorts, while inland routes become busier with people exploring white villages, natural parks and historic cities such as Granada, Córdoba and Seville.
That huge increase in traffic is one reason Spain’s Directorate General of Traffic (DGT) pays close attention to the region.
According to the latest figures, Andalucía has 430 speed cameras, the highest total of any autonomous community. They include fixed cameras, average speed cameras and mobile enforcement points spread across all eight provinces.
Across Spain as a whole, there are around 2,200 speed cameras, including 1,310 mobile cameras, 706 fixed cameras and 184 average speed cameras. Almost one in every five is located in Andalucía.
That doesn’t mean every road is packed with cameras, but it does mean drivers are more likely to encounter one during a typical holiday journey than they might expect.
The roads where holidaymakers are most likely to see cameras
If you’re flying into Málaga, chances are your first drive will be along the A-7 Mediterranean motorway. It’s one of the busiest routes on Spain’s southern coast, linking Málaga with resorts including Torremolinos, Fuengirola, Marbella, Estepona and beyond.
Not surprisingly, it’s also one of the corridors where fixed and average speed cameras feature prominently.
The A-45, which connects Málaga with Córdoba, is another route with several enforcement points, while the A-92, stretching across much of Andalucía, is regularly used by drivers travelling between Málaga, Granada, Seville and Almería.
But it’s not only the major motorways that deserve attention.
Many visitors assume that once they leave the motorway, they’re unlikely to come across speed enforcement. In reality, the DGT also deploys mobile cameras on secondary roads, particularly those leading to popular tourist destinations and rural areas where speed limits can change frequently.
That means a scenic drive through the mountains or a shortcut to a hidden beach can be just as closely monitored as a busy dual carriageway.
The provinces with the highest number of speed cameras are Seville and Cádiz, both with 68, followed by Málaga with 59, Jaén with 50, Granada with 49, Huelva with 46, and Córdoba and Almería, each with 45.
For holidaymakers touring several provinces in one trip, encountering multiple enforcement zones is perfectly normal.
The mistakes visitors make most often
Many speeding fines aren’t the result of drivers racing along motorways. Instead, they happen because visitors simply aren’t familiar with Spanish roads.
Speed limits can change quickly as you approach towns, roundabouts or roadworks. It’s easy to continue at motorway speed for a few extra seconds without noticing the new limit.
Another common mistake is assuming that if there’s no fixed camera visible, there’s nothing to worry about.
Mobile cameras don’t work like that.
Unlike fixed installations, they can operate along long stretches of road identified by the DGT, making them much harder to predict.
Drivers also tend to relax once they’re close to their accommodation. After a long flight, it’s tempting to focus on finding the hotel or holiday apartment rather than watching every speed sign.
Ironically, that’s often when concentration drops.
How to avoid an expensive reminder after your holiday
Nobody wants to return home only to discover a speeding fine waiting weeks later.
If you’re driving a rental car, remember that fines don’t disappear because you’ve flown back to the UK or another country. Hire companies can identify who was driving at the time and may also charge an administration fee for handling the paperwork.
The easiest way to avoid problems is surprisingly simple.
Treat every change in the speed limit as significant, even if the difference seems small. Pay attention when leaving motorways, entering built up areas or driving on unfamiliar rural roads, where limits often change more frequently than visitors expect.
Using a sat nav can also help you stay aware of changing speed limits, but roadside signs always take priority.
Spain’s traffic authority says speed cameras are intended to improve road safety rather than catch unsuspecting tourists. Whether you’re spending a week on the Costa del Sol, exploring Andalucía’s national parks or driving between its historic cities, the best holiday memories are unlikely to involve opening a letter from a car hire company a month after you’ve unpacked.
A little extra attention behind the wheel can make sure the only thing you bring home from Andalucía is a camera roll full of sunshine, not a speeding penalty.

The DGT’s new P-35 sign warns of a weaving lane ahead. Credit : X – DGT
Ask most drivers what a triangular warning sign means and they’ll probably answer without thinking. Sharp bend. Roundabout ahead. Slippery road. But show them the P 35 sign, with its two cars and crossing arrows, and many are left scratching their heads.
That uncertainty is exactly why Spain’s Directorate General of Traffic (DGT) introduced it into the country’s official road sign catalogue. The sign warns drivers that they are about to enter a weaving lane, a stretch of road where vehicles joining a motorway and those preparing to leave it have to share the same space before going their separate ways. It might not sound particularly dramatic, but misunderstand the rules and the consequences can be expensive. Failing to respect priority can lead to a €200 fine and, in some cases, the loss of up to four points from your driving licence.
The layout itself is not new. Drivers have been using weaving lanes for years. What is new is the sign warning people that one is coming, and many motorists are only now discovering what it actually means.
The sign looks simple enough but it catches many drivers out
The first reaction many people have when they spot the P 35 sign is to assume it is another version of the familiar merging traffic warning.
It isn’t.
A weaving lane works differently because two manoeuvres happen at the same time.
One driver is trying to join the motorway while another is trying to leave it. For a short distance, both vehicles use the same lane before their paths separate.
If you’ve ever found yourself accelerating onto a motorway while another car suddenly moves across towards the exit you were aiming for, you’ve already experienced this situation.
The difference is that the P 35 sign tells you it is about to happen before you get there.
The DGT introduced the sign after updating Spain’s official vertical road sign catalogue in 2025. It normally appears between 150 and 500 metres before the weaving lane begins, giving drivers enough time to prepare.
Its design follows the standard warning format used throughout Spain.
It has a red border, a white background and two black cars connected by arrows that cross in the middle. The image is intended to show exactly what will happen ahead. Two streams of traffic will briefly overlap before separating again.
Once you understand the meaning, the sign is fairly straightforward.
The difficulty comes when drivers are unsure who should move first.
Who has priority? The answer is not always what drivers expect
This is where many motorists get caught out.
It is easy to assume that vehicles already travelling on the motorway always have priority. In most situations, that is true.
However, weaving lanes are governed by the normal priority rules set out in Spain’s General Traffic Regulations, and those rules depend on what each driver is doing.
A vehicle joining the motorway must normally give way to traffic already using it.
However, if a driver leaving the motorway has already started moving into the weaving lane, that vehicle takes priority over one that is still entering.
The DGT also offers practical advice rather than simply quoting the regulations.Drivers leaving the motorway are encouraged to ease off the accelerator slightly so they can move in behind the vehicle joining the road.
Meanwhile, motorists entering the motorway should build up speed positively, where conditions allow, so they can merge smoothly ahead instead of remaining alongside another vehicle.
Good timing often matters more than sudden braking.Using indicators correctly is equally important.
The signal should be activated before changing lanes, giving other drivers enough warning to react safely. Waiting until the manoeuvre has already started defeats the purpose.
Motorists travelling on the main carriageway also have a role to play.
Whenever traffic conditions allow, moving into the next lane can create valuable space for vehicles joining the motorway. If changing lanes is not possible, reducing speed slightly can make merging much easier and help avoid sharp braking.
A moment’s hesitation can quickly become an expensive mistake
The P 35 sign may be new, but the penalties for ignoring the rules are well established.
Drivers who fail to respect priority in a weaving lane can face a €200 fine, while more serious infringements may also lead to up to four penalty points being removed from their licence.
For many motorists, the greater risk is not the fine itself but simple confusion.
Road signs become so familiar over time that drivers often react automatically without really looking at them. A new sign breaks that habit.
That is exactly why the DGT believes the P 35 deserves attention.
Motorway traffic is already moving at high speed, leaving little time to make decisions. When several vehicles are trying to change lanes within a short distance, uncertainty can quickly turn into sudden braking, missed exits or near misses.
The sign is not asking drivers to learn a completely new rule.
Instead, it serves as an early reminder that the next section of road demands a little more attention than usual.
Spain’s road network continues to evolve, and the country’s road signs evolve with it. Even experienced motorists who have spent decades behind the wheel occasionally come across a symbol they have never seen before.
The P 35 is one of those signs.Learning what it means now is far easier than trying to work it out while travelling at motorway speed with cars joining from one side and leaving from the other. It could also save drivers from an avoidable fine and make one of the busiest parts of the motorway a little safer for everyone using it.
